Parliament has approved a concession agreement for the construction of the Accra–Kumasi Expressway, paving the way for a major upgrade to one of Ghana’s most important transport corridors.
Under the agreement, the Ministry of Roads and Highways will act as the contracting authority, while Accra–Kumasi Expressway Limited has been designated as the concessionaire responsible for the project.
The approval follows widespread concerns over the poor condition of the existing Accra–Kumasi highway, which has deteriorated due to potholes and uneven road surfaces, posing safety risks and causing delays for motorists.
Addressing Parliament on Wednesday, December 18, 2025, the Minister of Roads and Highways, Kwame Governs Agbodza, clarified that the proposed expressway will not replace the current highway. Instead, it will serve as a high-standard alternative route aimed at improving travel efficiency.
He explained that under international transport standards, expressways may be tolled to recoup construction costs, as long as motorists are provided with a free alternative route.
Emphasising the importance of the project, the minister described the Accra–Kumasi road as the most critical highway in the country, noting that the expressway represents a long-term investment that Ghanaians would appreciate in the coming years.
The project entails the construction of a new six-lane dual carriageway, designed to enhance road safety, significantly cut travel time, and provide a faster, more reliable option for commuters.
Mr Agbodza added that the Accra–Kumasi corridor remains a vital link for economic activity and national connectivity, making the expressway a key infrastructure priority.
